This is an English-translated compilation of nine works by Ranpo Edogawa, who is highly regarded in Japan as a mystery writer. It's translated by James B. Harris and published by Tuttle Publishing. This is a collaborative work between Edogawa and Harris, since the former could read and understand English but couldn't write or speak it, and the latter could understand and speak Japanese but couldn't write or read it.
(By the way, Tuttle does publish quite a number of Japanese stories/story compilations translated to English, so you'd want to look at what they have if you're interested in that sort of thing.)
